Summary of the contracting process

NHS Greater Glasgow and Clyde is seeking a provider for a money and debt advice service based at the Royal Hospital for Children in Glasgow. It will support families whose child is in hospital, regularly attends outpatient appointments, or whose diagnosis, caring responsibilities or inpatient stay makes community services difficult to access. The service is intended to help families experiencing financial difficulties maximise income, reduce household spending and debt, and ease money worries. Delivery is aimed at families across NHS Greater Glasgow and Clyde and throughout Scotland. The provider will work alongside the hospital’s Family Support and Information Service, supporting referrals in both directions, and coordinate access and promotion with health improvement teams and acute health services. It will also refer families to relevant partner and voluntary-sector organisations.

The buyer invited offers through an open procedure. The procurement is for one service lot. The submission deadline set by the buyer was 23 November 2026 at 13:00 UTC. The contract is for 12 months, with an option to extend for four further periods of 12 months each. The estimated value is £250,000. The published eligibility requirements include a current ratio above 0.99 and a net profit margin of zero or higher; charities are exempt from the net profit margin question. Tenderers must evidence employer’s liability and public liability insurance of £5 million for any one incident or series of related incidents in a year, or agree to put this cover in place before the contract starts. They must provide two years of accounts when requested. The buyer also requires proposed community benefits or engagement with the NHS Scotland Community Benefits Gateway.

This opportunity is suited to organisations with practical expertise in money and debt advice for families facing financial pressure, and the ability to work sensitively around children’s hospital care, outpatient visits and caring responsibilities. Providers need to reach vulnerable families, promote access to the service with health teams, manage referrals with the hospital’s Family Support and Information Service, and connect clients with relevant voluntary-sector and partner organisations across Scotland. The service calls for effective collaboration within a hospital setting as well as a wider regional network. Bidders should be able to demonstrate adequate financial standing and maintain the required employer’s and public liability insurance. The buyer also expects a clear contribution to community benefits, either through proposals for delivery under the contract or engagement with the NHS Scotland gateway.
