Summary of the contracting process

The Scottish Prison Service plans to procure a service to manage non-hazardous controlled waste across its estate. The work covers on-site storage, collection, transfer, treatment and disposal, with waste to be separated at source and collected separately. Materials include dry mixed recyclables—paper, card, glass, metals, cans, plastics, textiles and wood—as well as residual waste. The service is intended to support safe, appropriate and environmentally compliant waste management across the Scottish Prison Service estate. This is a waste collection and treatment service (CPV 90513000).

This procurement is at the planning stage: the Scottish Prison Service has stated its intention to award a contract, but has not yet issued an invitation to tender. It expects to publish a contract notice and then an invitation to tender, including the Single Procurement Document; tender responses are expected to be evaluated against the invitation’s requirements. The buyer expects the next notice on 14 December 2026. The procurement is described as one lot. No contract value, budget, contract duration or other dates are stated at this stage. The process is covered by the Government Procurement Agreement.

The planned service is likely to suit waste-management operators able to handle controlled, non-hazardous waste across a geographically dispersed estate. Suppliers will need the operational capacity to provide secure on-site storage, collection and transfer, then arrange appropriate treatment and disposal. The scope also calls for source segregation and separate collection of multiple recyclable streams alongside residual waste, so bidders should be prepared to manage mixed material streams and demonstrate environmentally compliant handling. Businesses with experience delivering comparable multi-site public-sector waste services may be well placed to prepare for the tender. The buyer’s stated priorities are safe and appropriate operations, environmental compliance, and effective segregation and separate collection of recyclables.
