LLTNPA requires a suitably qualified and experienced consultant to help design the Plan, including create the skeleton structure, integrate spatial information, show strategy, and determine how it is used. The consultant will develop and test prototypes of the proposed structure and user experience. Subject to a gateway review, the appointment may be extended to support implementation of the preferred approach. The appointed consultant will be required to work collaboratively with LLTNPA staff and stakeholders to provide specialist advice, design, project management and delivery support for the creation of a plan shown primarily through maps, illustrations and diagrams. LLTNPA will lead the preparation of the Plan's content and be responsible for planning strategy, policy and spatial content. The consultant will provide specialist advice on how the content can best be structured, visualised, navigated, published and maintained by LLTNPA. The purpose of this commission is to identify and appraise options for publishing the Proposed Plan digitally and physically, and to design and test prototypes of the preferred approaches.
