Summary of the contracting process

Renfrewshire Council is seeking one contractor to provide an end-to-end environmental monitoring service for its social housing. The work includes supplying and installing sensors to measure indoor temperature, relative humidity and carbon dioxide, and providing property-level and property-type data, reports, analysis and recommendations. The information is intended chiefly to help prevent conditions that encourage damp and mould, and may also inform other housing services. The contractor must install sensors in the remaining housing stock and use narrowband IoT SIM connectivity. It must also operate and maintain the Council’s existing LoRaWAN network for sensors already installed. Delivery is across the Renfrewshire area. This is a combined supply and monitoring requirement, rather than a purchase of sensors alone.

The Council invited offers through an open procedure. The tender deadline was 26 November 2026 at 12:00, with the award period starting at that time. The stated contract period is 1,080 days, with a renewal option of up to 12 months on five separate occasions. The requirement is presented as one lot, covering the sensor supply and installation, monitoring and network operation. Evaluation gives 45% to technical questions and 35% to price; community benefits are also evaluated, with an expectation of 90 Community Benefit Points. Bidders must provide relevant delivery examples from the previous three years. Bids must be in English, and variants are not permitted. The stated bid validity runs to 26 April 2027.

This opportunity is best suited to suppliers able to deliver environmental sensor installations and ongoing monitoring at scale in social housing, combining field deployment, network operations and useful analysis for housing services. Applicants must evidence at least one project in the previous three years involving sensors installed in more than 3,000 homes, operation of a LoRaWAN network, large-scale installation, and data analysis and reporting. The successful supplier will need to support both new NB-IoT-connected sensors and the Council’s existing LoRaWAN sensors. Financial and insurance capacity is significant: required cover includes £5 million employers’ liability, £10 million public and products liability, £10 million professional indemnity, and contractors’ all-risk cover at the annual works value plus 15%. Bidders must also meet a Dun & Bradstreet Failure Score of at least 20 and propose community benefits.

2. Renfrewshire Council requires a single Contractor to supply an end-to-end service to monitor the internal environmental conditions (including Temperature, Relative Humidity and CO2 Levels) of their housing stock, through the use of Environmental Sensors, for the next 8 years. This will include providing the Council with data, reports and analysis of the collected data, and subsequent recommendations on a per property and property type basis. This data will primarily be used to ensure the internal environmental conditions of the housing do not promote and accelerate damp and mould growth and other related conditions. However, this data may also be used to inform other related housing services. In addition, the Contractor must provide and install Environmental Sensors into the remaining housing stock within 3 years, using NB-IoT (narrow band) SIM connectivity and operate and maintain the Council's own existing Long Range Wide Area Network (LoRaWAN) for the existing Sensors.
