Summary of the contracting process

The Scottish Government’s Marine Directorate is buying a conductivity, temperature and depth (CTD) instrument with associated oceanographic sensors. The equipment will measure seawater characteristics accurately to support environmental monitoring and understanding of trends and variability in Scottish waters, including effects from natural variation and human activities such as climate change. It will be used mainly by the Directorate’s oceanography team, with potential use by colleagues working in fisheries, marine renewables, aquaculture and nature conservation. The instrument is for use around Scotland and offshore. This is a goods procurement for marine measurement equipment and sensors.

The buyer invited tenders through an open procedure, with electronic bids. The procurement is at the tender stage. Bids were due by 30 November 2026 at 12:00, and the contract period is 6 January to 31 March 2027. The estimated contract value is £150,000. There is one lot. Evaluation gives 60% to technical solution and delivery and 30% to price; the SPD is assessed pass or fail, and the invitation to tender sets out the question-scoring method. Bids must remain valid for 180 days. Economic checks include minimum specific annual turnover of £250,000 in each of the last two years, public liability insurance of £1 million, a current ratio above 0.8 and net profit above zero over the two-year cycle.

This opportunity suits suppliers able to provide CTD instruments and oceanographic sensors for marine environmental monitoring, and to demonstrate relevant supply experience: three examples from the past five years are required. Bidders must set out the technicians and staff resources available, technical facilities, equipment and tools, supply-chain tracking arrangements, environmental management measures and any intended subcontracting. They must also be able to support checks on technical capacity and quality measures. Quality management requires either an independent third-party certificate accredited by UKAS or an equivalent body to BS EN ISO 9001 or equivalent, or a documented, senior-authorised quality policy that is regularly reviewed and appropriate to the organisation and work. Financial capacity must meet the stated turnover, insurance, current-ratio and profitability thresholds.

Notice Title

Purchase of Conductivity Temperature Depth (CTD) Instrument

Notice Description

The Scottish Ministers, Marine Directorate invites tenders for the purchase of a Temperature, Conductivity and Depth (CTD) instrument with associated oceanographic sensors.

Lot Information

Lot 1

The Scottish Ministers wish for the provision of a CTD instrument and associated sensors for the accurate measurement of the characteristics of sea water for environmental monitoring to quantify and understand trends and variability in Scottish waters, as a result of natural variability and human activities, including climate change. The equipment will be primarily used by the Oceanography delivery area but also potentially by colleagues in other areas (fisheries, marine renewables, aquaculture, nature conservation) who require a good understanding of the physical environment.
