Procurement / Project Information Project Wren Scope: The Whitehall District Heating System (WDHS) is currently powered by 4 large boilers and supplies heat to 17 Buildings across Whitehall in London. Project WREN (Whitehall Renewable Energy Network), aims to provide enabling works to potentially decarbonise the WDHS in future years to come. Project WREN will reduce the operating temperature from 145 degrees to 95 degrees and introduce a variable flow rate across the system; to achieve this the project will need to replace 49 Plate Heat Exchangers across 24 plant rooms in 11 buildings, as well as carrying out some modifications to the primary side pumps within the main boiler house. The new PHE's must be capable to withstand a potential second drop in operating temperature in the future to 65 degrees. Not all plantrooms are the same and therefore all designs will need to be tailored to each specific plantroom. The Council have been awarded a grant from the Local Electric Vehicle Infrastructure (LEVI) Pilot fund to develop a Solar PV Canopy and connection infrastructure at Drummond Street Car Park. S65 1HP. This also requires private sector investment (minimum £330,000 ex. vat) to install and run an EV Charging concession as part of the project. Drummond Street Car Park is a 240-space pay-and-display surface car park well used by commuters and shoppers. It is situated on the edge of Rotherham Town Centre, across the road from the central markets complex and has approximately 2000 households within a ten-minute walk time. The main town taxi rank is conveniently accessible from the car park and is approximately 200m away, as is the A630 with an annual average daily flow of 35,158 vehicles (2023). An initial Request for Information (RFI) related to this project was issued in March 2023 and the information provided was extremely helpful. More recently a second RFI was issued for further clarification from the market (Notice reference 2024/S 000-040487). The fixed budget for the Design & Build of the Solar PV Canopy is £1,050,000 excluding VAT. Supplier minimum contribution for EV Infrastructure is £330,000 excluding VAT. EV Charging revenue estimate for the proposed 15 year period is £4.158M excluding VAT. Total value is £5.208m excluding VAT, £6.25M inclusive of VAT. The contract value has been calculated by reference to the potential revenue that the Council considers could be collected by the Concessionaire through the provision of the Services for the entire contract duration. The contracting authorities are exploring the potential procurement of a low carbon/renewable electricity supply under the Utilities Contracts (Scotland) Regulations 2016. This supply must be delivered directly to Shieldhall WWTW and Queen Elizabeth University Hospital, via a private wire connection, and meet specific technical and delivery requirements. In particular, the authority is seeking to understand the extent to which the market can provide: - A low carbon/renewable electricity supply of 37 GWh per annum for use at the authorities sites; - Delivery of that electricity via private wire infrastructure that does not rely on the public electricity grid; - Full commissioning and operational readiness of the solution by 1st January 2027 - Technical feasibility of locating generation infrastructure within the vicinity of the sites to enable a private wire connection that minimises transmission losses and aligns with planning and development timescales. This early market engagement exercise is intended to inform the authorities understanding of local market capability and to determine whether a competitive procurement procedure is appropriate. This PIN is not a call for competition but forms part of a preliminary market consultation. This market engagement is being conducted jointly between Scottish Water and NHS Greater Glasgow & Clyde, with NHS National Services Scotland acting in an advisory capacity.
