To deliver the Health Child Programme by offering integrated, child and family-centred early intervention and prevention services. These services will be universal in reach but tailored to the level of need, to improve outcomes and reduce inequalities for children, young people, their families, and their communities. Kirklees Council are looking into a potential procurement option to put in place future contractual arrangements for suitably qualified and experienced organisations to co-design, develop and deliver the Kirklees Intervention and Support Service ("KISS"), which will be developed through a Social Impact Bond ("SIB") via collaboration with an investment partner. It is expected that the investment partner will work with us to co-design and develop the intervention and support service, by redesigning current housing related support provision to improve outcomes and life chances for vulnerable people which will then reduce the likelihood of their future need to access costly crisis interventions. The purpose of the KISS is to : • introduce a holistic payment for outcomes person centred support service for 2060+ vulnerable people annually, aged 16+ who have vulnerabilities and support needs that may impact on their ability to live independently; • be delivered by experienced, value driven, outcome focussed third sector providers; introduce innovation in service design and delivery that secures better outcomes and life chances for Service Users; and • provide safe, suitable accommodation, learning and employment and stability & wellbeing for our Service Users. The strategic and operational drivers for developing KISS include: • improving preventative services and outcomes for some of our most vulnerable and chaotic residents, to move towards more hopeful, healthy, socially connected and economically active lives; • reducing the use of costly crisis intervention services across the public sector (in housing, social care, criminal justice, welfare and health), releasing resources to deliver cost effective preventative services; • to drive innovation and test new ways of commissioning [...]

Kirklees Council wish to appoint a master developer to facilitate the development of the Dewsbury Riverside site as part of an identified strategic priority within the West Yorkshire Strategic Place Partnership, launched by Homes England, West Yorkshire Combined Authority and West Yorkshire Local Authorities. The site is in multiple ownerships. The two most significant land owners, Kirklees Council and Savile Estate are now progressing the delivery process together under a Collaboration Agreement. It is indicated that these two land ownerships can deliver approximately 1,988 homes. A master developer will be required to deliver a number of phases throughout the contract currently anticipated to include: Masterplan and phasing strategy, land assembly, planning, infrastructure delivery / site servicing, marketing of serviced land, funding strategy, setting up stewardship arrangements, supporting the delivery of appropriate social value and community engagement. Kirklees Council is seeking an Integrated Resource and Waste Management Services (IRWMS) contract to operate and maintain all of its existing facilities that are to be handed back to the authority when the current Waste PFI expires. The facilities have a good performance track record and are well maintained and include: • Energy from Waste (EfW) plant with a design-capacity to incinerate approx 136,000 tonnes per annum of residual waste (operational since January 2001); • Heat generated from the EfW facility could supply the proposed Huddersfield Heat Network; • Material Recovery Facility (MRF) with a capacity to handle approx. 15,500 tonnes per annum of council recycling material (operational since January 2002); • a Waste Transfer Station (WTS) in Huddersfield with a capacity to handle 14,000 tonnes per annum (operational since October 2001); • The EfW, MRF and WTS are co-located within the same building and a green waste bulking facility is nearby; • Another Waste Transfer Station in Dewsbury with a capacity to handle 150,000 tonnes per annum of residual waste and recycling material (operational since July 2001); • Four Household Waste Recycling Centre's, two primary sites located adjacent to the waste transfer stations; • A small [...]
