This is a Provider Selection Regime (PSR) Intended Approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, Procurement Act Regulations 2023 do not apply to this award. The intention is to follow the most suitable provider process under the Health Care Services (Provider Selection Regime) Regulations 2023 to award this contract. The award decision-maker(s) are Director of Public Health, Education and Inclusion. The service required is to carry out a 6-month pilot of the Enhanced Health Check service model in Solihull, described below. The pilot is strictly limited to a duration of 6 months only with no further follow-on. Once concluded, an evaluation of the pilot will be used to inform future service design and delivery. The Enhanced Health Check service model pilot comprises: 1. NHS health checks To undertake a targeted approach to work on behalf of all practices in Solihull to increase the uptake and delivery of NHS health checks. The provider will require access to all clinical systems and will agree with practices a process to undertake the following: • Case finding • All communication with patients (invitations to health check appointment, query handling) • Patient follow up All health checks will be undertaken by qualified HCAs, using Point of Care Testing equipment to enable results to be discussed at the health check appointment. 2. Solihull Council has reviewed the services it provides to homeless young people 16-24 and is using the findings from this review to design a new service to be implemented from April 2026. As a result, the Council may need to procure specialist services in the following areas: Lot 1: Solihull Youth Hub (SYH) will deliver housing related advice and housing options support and homelessness prevention/relief services to young people aged 16-24. SYH will provide the single point of access for all young people without dependents who are homeless or at risk of homelessness in Solihull. The total value of Lot 1 is estimated to be £1.7m based on a 5-year contract. Lot 2: Solihull Youth Accommodation Pathway. The total value of Lot 2 is estimated to be £2.7m based on a 5-year contract. There are distinct links between lots 1 and 2 and the providers of both lots will be expected to work closely together to ensure a seamless transition from the youth hub to the youth pathway to ensure that young people receive the most appropriate support. The contracting authority is seeking a competent and experienced contractor to provide planned preventative maintenance, statutory servicing, reactive repairs, and 24/7 emergency call-out services for a portfolio of passenger and platform lifts installed across multiple properties (including residential and public buildings). The contractor will be responsible for ensuring all lifts are maintained in accordance with current legislation and best industry practice, including compliance with LOLER (Lifting Operations and Lifting Equipment Regulations 1998) and manufacturer specifications.
