ASC25015 Minor Adaptations and Independence at Home - Soft Market Questionnaire Please note: THIS IS NOT A CALL FOR COMPETITION The Minor Adaptations service is currently delivered as an element within Worcestershire’s Promoting Independent Living (PIL) service. PIL is the Home Improvement Agency (HIA) for the county and has previously been commissioned by the Council in conjunction with the six district councils. The Council will recommission the Minor Adaptations service from 01 April 2026 outside of the PIL. Under the Care Act 2014 , the Council has a statutory duty for the provision of minor housing adaptations without charge. These are defined by the Care and Support (Charging and Assessment of Resources) Regulations 2014 SI No 2672 (‘the charging regulations’) as: "an aid, or a minor adaptation to property, for the purpose of assisting with nursing at home or aiding daily living and … an adaptation is minor if the cost of making the adaptation is £1,000 or less;." An occupational therapy assessment undertaken by NHS staff will identify (where applicable) Care Act eligible individuals who are eligible for this service and whose minor adaptations are under £1,000. Where individuals are not eligible, the service provider will signpost them to other sources of support. In addition to providing minor adaptations to people aged 65 years and over and to families with children, the Council is keen for the service to be promoted to people with additional needs including autism and mental health. *This advert is for market awareness, engagement and request for information only* Direct payments are intended to give individuals greater choice and flexibility to arrange and manage their care and support needs, through the receipt of regular funds from the Local Authority. For some people, choosing a Direct Payment may not be an option without support. The Council has engaged with Personal Assistants (PA’s), Social Workers, Providers and Service Users. Key findings from this engagement included: • The need for an advertising platform/local support office for support providers including PA’s (employed and self-employed) and micro enterprises. • Social Workers also told us that an advertising or brokerage platform, which helped to source PA’s, would be useful for the people they support • Direct payment recipients identified barriers such as having a physical office that they could visit, or someone with local knowledge of what services are available to them • To have two distinct contracts, one that concentrates on financial elements and one that concentrates on the support element. It is therefore proposed that the service will be split into two Lots for two distinct service elements: • Lot 1: Direct Payments Strategic Support Partner - The Direct Payments Strategic Support Partner will deliver strategic support to promote the growth of direct payments across Worcestershire and finding suitable services to meet the needs of direct payment recipients. NHS Herefordshire and Worcestershire Integrated Care Board (the ICB) is seeking initial engagement and feedback from the market to deliver an engagement service on behalf of the ICB for people with lived experience of Learning Disabilities and Autism (LDA). The contract holder would support people who have have lived experience of LDA to engage in the following areas of work, intended to improve health inequalities for people in this population: • Admission avoidance to secure hospitals - including attendance at Care Education and Treatment Review (CETR) panels and delivery of CETR training • Tackling Health Inequalities for Adults with a Learning Disability - including supporting the ICB's annual health check quality programme, completing quality checks of agreed health settings and attending LDA Programme Board and related partner meetings • Learning from the Lives and Deaths of People with a Learning Disability (LeDeR) Programme - providing a lived experience perspective to focused reviews. This service must capture and involve a broad range of people with lived experience of LDA living in Herefordshire and Worcestershire. The service provider should have a physical presence in the area and be able to demonstrate strong engagement with local communities over a number of years, with reach extending into both localities. Objectives To evaluate the effectiveness of government plans to reduce the nutrient surplus in Northern Ireland. This objective will be achieved through review and critical appraisal of the following areas, as described further in Section 5: Evaluation of the effectiveness of the Nutrient Action Programme in reducing the nutrient surplus and its impact on the environment. Assessment of how other strategies and policies will impact the nutrient surplus and their effects on the environment. Development of indicators to monitor government progress in addressing the nutrient surplus over time. The scope of this project will focus on both nitrogen and phosphorus at the scale of the food system in Northern Ireland. We are interested in the overall national nutrient balances rather than those at farm, catchment or regional scale. For this project, we define the food system as the interconnected network of activities that link food production, processing, consumption, waste, and emissions to the environment. It will include the agriculture, wastewater, energy, and waste sectors, as well as any others that may impact the nutrient surplus. The project will evaluate scenarios of nutrient management within the food system and their impact on emissions of nitrogen and phosphorus to the air and water environment. [...]
