Summary of the contracting process

Chemonics International, Inc. is seeking a supplier of medical rehabilitation equipment for activities under the Partnership Fund for a Resilient Ukraine Phase 2, a multi-year programme managed by the UK Foreign, Commonwealth and Development Office. The requirement covers physical therapy and related rehabilitation devices (CPV 33150000). Delivery is in Ukraine. The programme is funded by multiple donors and operates in the partner country; payments are made excluding VAT because the project is exempt from taxes, fees and VAT there.

The buyer invited offers through an open procedure above threshold. Questions had to be submitted by 26 October 2026 at 18:00 Kyiv time, and proposals by 4 November 2026 at 15:00 Kyiv time. The stated contract period runs from 3 December 2026 to 4 December 2027. The estimated value is £1. The tender describes a single equipment requirement and does not set out an evaluation basis in the published summary. Proposals are to be submitted by email, with price proposals in Ukrainian or English; communications are in writing by email. Bidders must include country-law-compliant registration documents and complete and sign the required terms of reference and annex as part of their proposal.

The opportunity is explicitly marked as suitable for small and medium-sized enterprises, making it relevant to smaller suppliers as well as larger medical-equipment businesses. It suits organisations able to supply rehabilitation equipment for use in Ukraine and to prepare a compliant proposal in Ukrainian or English. Bidders need to provide registration documents compliant with the laws of their country and complete the specified tender forms: the terms of reference, including the required Excel file and signed document, and either the English or Ukrainian version of Annex 1. The instructions require signed documents to be scanned or converted to PDF and electronically signed. The requirement therefore calls for equipment supply capability and the administrative capacity to prepare and submit the requested documents.
