Summary of the contracting process

Hampshire County Council procured external decoration repairs across five Hampshire sites: Bishopstoke Community Centre, Bordon Library, the Basingstoke Canal and the Making Space Project in Havant. The work covers repairs and external decoration to these public buildings and infrastructure assets. It is a works contract in the building decoration sector, classified under CPV 45451000. The procurement was managed by Hampshire County Council, based in Winchester. The listed delivery address is SO23 8UL in Winchester, although the named work locations are distributed across Hampshire. The requirement formed part of the council’s Decoration & Minor Pre-decoration Repairs Framework 2024–2028 and was identified as Lot 2, covering the External Decorations Repairs 21–26 package.

The procurement has reached the awarded and completed tender stage. Hampshire County Council used its Decoration & Minor Pre-decoration Repairs Framework 2024–2028 route, with the tender return deadline at 2pm on 25 August 2026. The contract was awarded on 27 August 2026 to Richardson Decorating Contractors Ltd for £84,972.47 excluding any unspecified tax treatment. The contract period runs from 7 September to 18 December 2026. The award is active and the tender is recorded as complete. The requirement was treated as a single package rather than separate published awards, and the available outcome records one successful supplier. The procurement was not identified as suitable for SMEs or voluntary, community and social enterprises.

This award demonstrates demand from Hampshire County Council for contractors able to deliver coordinated external decoration repairs across several public sites under a property-maintenance framework. A credible future competitor would need practical capability in external painting and associated minor pre-decoration repairs, together with the capacity to plan and deliver work at multiple locations within Hampshire. Experience of working on occupied or operational public buildings and infrastructure would help demonstrate suitability, particularly where access, sequencing and protection of existing assets must be managed. Suppliers should also be able to operate through the council’s established framework route and produce compliant tender returns. The successful contractor’s delivery of a defined, multi-site package indicates that reliable mobilisation, programme control and sufficient workforce capacity are important alongside technical decoration skills.
