Summary of the contracting process

The procurement process, currently in the planning stage, is being initiated by Skipton Town Council for the restoration of a war memorial located in Skipton, North Yorkshire. The project is categorised under repair and maintenance services, with a budget set at £49,000, and planned to occur from 1 May to 1 August 2026. Potential contractors are advised to note the selected competitive procedure with negotiation and must submit applications via email or post to the contact at Skipton Town Council. The procurement is planned through a selective method, aimed at ensuring suitable expertise is sourced for this specialist project.

This tender offers substantial growth opportunities for businesses in the scaffolding, construction, and maintenance sectors, particularly those equipped to handle significant heritage restoration projects. With an emphasis on small to medium enterprises (SMEs), this opportunity is well-suited for businesses specialising in structural scaffolding and protective installations, given the detailed nature of the works which include scaffolding setup and specific cleaning requirements. Firms experienced in heritage sites will find this process highly relevant, offering a chance to demonstrate expertise in careful site management and protection against external elements during restoration activities. The project’s prestige and visibility could boost a company's portfolio and credibility in heritage conservation works.

Notice Title

Restoration of War Memorial

Notice Description

A fixed scaffold to a height of approximately 10m. will be required to access all faces of the memorial. It is preferred that the scaffold is fully protected with tarpaulin during works to protect against inclement weather, minimise distraction caused by works to nearby motorists, and to ensure no materials generated during cleaning fall beyond the perimeter of the scaffold. However, it is possible that such covering could increase wind loadings to the scaffold structure; this should be directed by scaffolder. A temporary concrete or steel crash barrier should be installed on the north side of the monument to prevent vehicles using the roundabout from entering the workspace. The wrought iron railings should be left in situ during works and the scaffolding constructed around the railings following their protection. Cleaning of the memorial should take place in two phases to allow for even removal of dirt from the stone paved platform and steps. Therefore: Phase one: Clean platform paving, steps and base of the memorial prior to erection of scaffold. Phase two: Erect scaffold and undertake works to remaining surfaces of memorial. Position first platform beneath stone base of 'Man breaking a Sword' statue. Position upper platform to allow full access to the statue of 'Winged Victory'. A 240v double electric socket is located on the railings to the north side of the memorial. The Client must confirm that the electrical supply is in safe and working order prior to commencement of works. Bowser and water to be supplied by client and topped up overnight ready for next day. Approximately 5 tonnes of water will be required for cleaning of the memorial. Full treatment of work is attached Applications by email or post to chiefofficer@skiptontowncouncil.gov.uk Skipton town Council 45a Armoury house Otley Street Skipton BD23 1EL
