NHS Arden and GEM CSU on behalf of NHS England - Midlands & East (West Midlands) and NHS Wolverhampton Clinical Commissioning Group (referred to as the Commissioners) under fully delegated commissioning arrangements is looking to invite suitably qualified and experienced providers to deliver the services of Primary Care Medical Services for Bilston Urban Village, Ettingshall Medical Centre and Penn Fields Health Centre. Prior to this the Commissioners are running a market assessment to engage with the potential providers to gather information. Potential providers are requested to complete a market assessment questionnaire by 2.00pm on 27th July 2018 which is being run through the Arden & GEM CSU Bravo Procurement portal. A draft Service Specification has been attached as part of this PIN for potential providers to consider and provide their comments. The Commissioners will gather feedback from all Providers which will help them inform their Commissioning intentions. Additional information: Lot 1 - Pennfields Health Centre - Maximum price per patient is PS89.62. Based on the current weighted patient list size circa 4600, the estimated maximum contract value for the service will be PS416,262 per annum. Pennfields Medical Centre currently opens 5 days per week, 8.30 am - 6.30 pm. It is located on Upper Zoar Street, Pennfields, Wolverhampton. The latest CQC inspection was carried out on 11 February 2016 and was rated as Good. The practice is aligned to a local model of care. The practice is based in an area of high deprivation. It was originally part of the national Equitable Access to Primary Care (EAPC) initiative to increase access to GP services in 2009. The current practice population is made up predominantly of homeless people, refugees and people new to the country. These are patients that practices may find challenging to treat. These patients often need a high level of resources including extra time for appointments and interpretation services. Lot 2 -Bilston Urban Village and Ettingshall Medical Centre: Two patient lists which are being procured as one. Maximum price per patient is PS89.62. Based on the current weighted patient list size circa 11,000, the estimated maximum contract value for the service will be PS1,008,329 per annum. Both practices are housed in a purpose built modular building. The long term strategy is for one building central to both areas to be developed. Bilston Urban Village currently opens 5 days per week, 8.30 am - 6.30 pm. It is located on Bankfield Road, Bilston, Wolverhampton and is based in an area currently undergoing redevelopment with more than 450 new houses planned locally to the practice. It was originally part of the national Equitable Access to Primary Care (EAPC) initiative to increase access to GP services. An extensive evaluation exercise was completed to identify the appropriate location for the practice. The latest CQC inspection was carried out on 31 May 2017 and was rated as Good. The practice is aligned to a local model of care. Ettingshall Medical Centre opens 5 days per week, 8.30 am - 6.30 pm. It is located on Herbert Street, Bilston, Wolverhampton and is based in an area of high deprivation and was originally part of the national EAPC initiative to develop additional GP services in 2009. An extensive evaluation exercise was completed to identify the appropriate location for the practice. A CQC inspection has not been completed under the current providers. The practice is aligned to a local model of care.
