Summary of the contracting process

The procurement process undertaken by Brighton & Hove City Council pertains to the "BHCC - Selective Licensing Feasibility Study," which falls under the Administrative housing services industry category. The tender, now complete, was formulated to assess the feasibility of a Selective Licensing scheme in the Private Rented Sector (PRS) under the Housing Act 2004. The tender was originally published on 1st August 2022, and was awarded on 8th July 2022, with the contract commencing on 15th August 2022 and concluding on 13th February 2023. The procurement method employed was selective, with the contract amount valued at £53,990. Delivery addresses for this project are located in the South East region of the United Kingdom.

This tender presents substantial opportunities for businesses engaged in housing consultancy and feasibility studies, particularly those with expertise in local government processes and the housing sector. Small and Medium-sized Enterprises (SMEs) would find this inviting, given the project's focus on developing a robust evidence base for public consultation on licensing designations. Companies that specialise in urban planning, housing policy analysis, and community engagement would be particularly well-suited to compete for similar future contracts in this evolving sector.

Notice Title

BHCC - Selective Licensing Feasibility Study

Notice Description

BHCC wants to understand their PRS landscape, to ascertain the feasibility of delivering a Selective Licensing scheme under the Housing Act 2004 and to understand the best options for robust designations that would withstand scrutiny both from possible landlord challenge and DLUHC. The feasibility study will allow BHCC to identify if a selective licensing scheme could be justified, and if so, an optimum approach and robust designations for Selective Licensing. This will determine if BHCC should propose and consult on the PRS designation(s). As a result of the feasibility study, if the proportion of Selective Licensing in the scheme is more than 20 per cent of the geographical area or the available private rented stock, a formal application will need to be made to DLUHC. If so, then a robust evidence base is needed to support a public consultation and the formal submission based on the following conditions: * An area of low housing demand * Significant and persistent problem of antisocial behaviour * Significant number of privately rented properties in poor condition * An influx of migration, this refers to movement within the country or from overseas * High levels of deprivation * High level of crime
