Summary of the contracting process

Kier Transportation – CP7 NWC is procuring specialist overhead-line electrification works for the remodelling of Manchester Airport railway station. The wider scheme is intended to add platform capacity so longer trains can serve the airport, while retaining existing services and allowing two 144-metre trains to use two of the station’s four platforms under double-stacking arrangements. The OLE package forms part of a broader programme to improve rail capacity and reliability in Manchester and the North West. The stated scope is the specialist OLE works for the station remodelling; the wider station scheme may involve adding or extending platforms or providing a new turnback facility. The delivery location identified for the works is Manchester Airport station.

The buyer invited offers for this works contract through a tender. The estimated contract value is £1 million to £2.5 million. The buyer set a submission deadline of 9 October 2026 at 5pm. The contract period is scheduled to run from 27 March 2027 to 1 April 2028. Small and medium-sized enterprises are identified as suitable. The procurement information gives no evaluation criteria or separate enquiry deadline, so suppliers should consult the tender requirements to establish these before deciding whether to bid. The tender covers a specialist OLE works package within a station-remodelling project; the broader project’s possible platform and turnback options do not define additional packages in this opportunity.

This opportunity is suited to suppliers with specialist railway overhead-line electrification capability and the resources to carry out works within an operating station-remodelling project. Experience delivering OLE works in a live railway environment would be commercially relevant to the stated setting, alongside the ability to coordinate with the wider station works and railway stakeholders. The scheme’s aim of accommodating longer trains and retaining existing train services points to the need for careful integration with railway operations and infrastructure. The procurement explicitly identifies SMEs as suitable, making the package potentially accessible to smaller specialist contractors as well as larger rail infrastructure firms. The stated package is focused on OLE specialist works; suppliers whose business is limited to general station construction may find it less relevant.

Manchester International Airport - OLE Phase 3 Works

Notice Description

The planned introduction of longer train services to the Airport in response to future demand growth will mean that double stacking arrangements of trains as currently used will no longer be viable. Through the project's Delivery Steering Group, Northern and TransPennine Express have carried out analysis which has identified that additional platform capacity is needed at the airport in order to realise the full benefit of longer train services serving the airport. The scheme is part of a package of proposed measures in the Manchester area that are being designed/planned to boost capacity and resilience, emanating from the Cross Manchester Capacity and Reliability Improvement Study. Improving the operation of train services in the centre of Manchester and providing further capacity at Manchester Airport station, aligns with the strategic aims of Network Rail, TfGM, TfN and the wider industry. This project in in Tranche 1 of the Manchester and North West Transformation Programme (MNTP): A remodelling of the station at Manchester Airport, specifically a platform addition or extension of multiple platforms, or provision of a new turnback facility, will be essential to accommodate the planned implementation of longer rolling stock services. The redevelopment of these platforms will enable permissive working of two 6x24m (144m) trains, in two of the four platforms at the Airport Station. This will allow for the unaltered retention of all existing TOC services both originating and terminating at the Airport Station under 'double-stacking' conditions. The scope areas for this package are as follows: - OLE Specialist Works for Manchester Airport Station Remodelling
