Summary of the contracting process

The Wirral Borough Council is currently conducting a tender process for the "Target Operating Model" aimed at improving Children's Services, following prior scrutiny by Ofsted. This tender falls under the business services category (specifically law, marketing, consulting, recruitment, printing, and security) and is open for submissions until 7th September 2018. The procurement, classified as an open procedure, intends to enhance service integration and performance through a transformational programme for children and young people in the Wirral, with the contract set to commence on 19th October 2018 and conclude on 18th October 2019.

This tender presents a significant opportunity for businesses specialising in consulting and service integration to contribute to a vital public service sector. Companies experienced in child services or those offering innovative solutions for social care can leverage this opportunity to grow their operations while providing impactful services. The focus on joint commissioning and sustainable practices particularly calls for collaboration among service providers in the public and private sectors, making it a suitable venture for medium to larger enterprises with the appropriate expertise.

Notice Title

Target Operating Model

Notice Description

Our highest priority for improvement and transformation is Children's Services. In 2016 Children's Social Care was rated inadequate by Ofsted. Since then we have been delivering our Improvement Plan to ensure performance is turned round. There is considerable on going scrutiny of our improvement activities through an independently chaired Improvement Board and regular inspection visits from Ofsted. The Director for Children's Services has defined an approach that will deliver a programme of transformational change for children and young people in Wirral by creating the conditions for change. A narrative setting out this approach and timetable are included as Appendix 1 and 2. This will result in: * The delivery of the 2020 pledges for children and young people * Consistently good and innovative child centred practice * Service integration with schools, health and the Police * The joint commissioning of sustainable and high performing services for all children and young people.
