Summary of the contracting process

The procurement process involves Public Health England (PHE) as the buying organisation, seeking to purchase the RapiPREP Nucleic Acid Extraction Kit and Viral Lysis Buffer as part of its response to the COVID-19 public health emergency. This procurement falls within the goods category, specifically medical kits, and was conducted through a direct procurement method via a single tender action due to the urgent nature of the requirement. The contract was awarded on 21 December 2020, with a value of £500,000, and the contract period extends from 1 April 2020 to 31 March 2021. The delivery locations include the United Kingdom and various overseas territories.

This tender presents significant opportunities for businesses engaged in the medical supply sector, particularly those that supply laboratory products and kits for health emergency responses. Small and medium-sized enterprises (SMEs) with expertise in medical supplies, especially those related to nucleic acid extraction and viral lysis processes, would be well-suited to compete for similar contracts in the future. The urgency and importance of COVID-19-related tasks offer a continuous demand for such products, allowing businesses to expand their capabilities and contribute to public health efforts.

Notice Title

Purchase of RapiPREP Nucleic Acid Extraction Kit & Viral Lysis

Notice Description

The UK Government must protect the health and wellbeing of UK citizens. The COVID-19 outbreak is a Public Health Emergency of International Concern (PHEIC) as declared by the World Health Organisation on 30 January 2020. The WHO Director General characterised COVID-19 as a pandemic on 11 March 2020. PHE discharges its duties as a Category 1 Responder to emergencies on behalf of the Secretary of State for Health and Social Care within the scope of the Civil Contingencies Act 2004 (CCA 2004). This urgent requirement is in response to the recent COVID -19 outbreak. The negotiated procedure without a prior publication has been used due to extreme urgency on the grounds of regulation 32(2)(c) as the purchase of RapiPREP Nucleic Acid Extraction Kit for Extractions and RapiPREP Viral Lysis Buffer for Swabs will provide additional lab capacity for Covid-19 activity. Additional information: The contract with Supplier was signed on 21 December 2020; however, purchases have been made since the beginning of the pandemic from 1 April 2020 for Covid-19 activities.
