Summary of the contracting process

The North East Lincolnshire Council is currently conducting a procurement process for the "Architectural Works and Asset Management Framework 2," focusing on construction work valued between £350,000 and £2,000,000. The procurement is at the Tender stage, with submissions due by 16 January 2018. This framework aims to establish a mechanism for mini competitions, allowing selected contractors to deliver general building works associated with the Council's properties, leisure portfolio, and educational institutions. Successful contractors will be evaluated based on quality and price, with the contract period set to commence on 1 April 2018 and conclude on 31 March 2022.

This tender presents opportunities for businesses specialising in construction and asset management, particularly those that offer high-quality services and can operate within the specified budget range. Small and medium-sized enterprises (SMEs) and voluntary community social enterprises (VCSEs) are encouraged to apply, as the framework is designed to be accessible to a diverse range of contractors. Participation in this framework could lead to substantial project work for successful bidders through ongoing mini competitions throughout the contract's duration.

Notice Title

Architectural Works and Asset Management Framework 2

Notice Description

The Architect Works and Assets framework is for works between the value of 350,000 GBP to 2,000,000 GBP. This framework provides the mechanism to allow mini competitions to be completed which identify a suitably competent contractor to deliver general building works, primarily associated to the Authority's properties, leisure portfolio, and Schools/Academy's. There will be no obligation for the Authority to enter into call off contracts nor will any guarantee be given about minimum volumes of works through lifetime of this framework agreement. Volumes are subject to change based on budgetary alteration outsides the Authority's control. The 7 top scoring Contractors will be permitted onto this framework. This framework is being awarded based on 100 % quality criteria. The Authority wants to ensure that it permits the right quality of contractors to deliver the projects under this framework. Each project will be subject to a mini competition, where all 7 contractors will be invited to tender. Contractors will be issued with a Bill of Quantities which will be evaluated on 100 % price. However, there may be occasions when a 60% price 40% quality split may be used. The Design Engineer will do an initial assessment of the whole life cost of each project prior to the invitation to tender to enable a comparison between the assessment and bids received to ensure value for money. Once bids are evaluated, if the Design Engineer assesses that the tender is not proving value for money, the project will not be awarded and will be re-tendered. If at any time, during the lifetime of this framework, the framework is no longer proving value for money, the Authority will reserve the right to terminate and re-procure.
