Summary of the contracting process

The procurement process involves ESPO, a Central Purchasing Body located in Leicester, England, and is aimed at establishing a national multi-lot framework agreement for the hire and leasing of specialist vehicles. The title of the tender is "218_21 Specialist Vehicle Contract Hire/Leasing," which encompasses various vehicle types, including refuse collection vehicles, minibuses, and winter maintenance vehicles. The procurement is currently in the award stage, with a total contract value of £60 million, and the contract period extends from 1st March 2022 to 29th February 2024. The tender period closed on 26th January 2022, highlighting the opportunity for suppliers to engage in this significant contract.

This tender presents substantial growth opportunities particularly for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that specialise in the provision of specialist vehicles. Businesses engaged in manufacturing, leasing, or servicing various types of vehicles, such as refuse collection vehicles, minibuses, and winter maintenance vehicles, are ideally positioned to compete for this contract. Additionally, third sector organisations may also find pathways to collaborate through the separate framework agreement with ESPO Trading Limited, allowing for broader engagement beyond traditional public procurement.
