Summary of the contracting process

The North West London Clinical Commissioning Group (NWL CCG) is currently in the planning stage for the "NWL0030 Somali Community Support Service - Harrow" procurement. Notice Description

NWL CCG, requires a locally based support service in Harrow for Somali refugees, asylum seekers and EU migrants, adults with mental health needs, chronic diseases (Diabetes, Heart condition, kidney disease, Alzheimer, Stroke), SENs, learning difficulties, elderly, physically and/or sensory impaired, adults requiring palliative care services, and adults with drug and alcohol problems. Key services required include: -Language skills and cultural awareness to serve the local Somali community. -Improve case management through outreach and sign posts. -Prevent illnesses and premature deaths amongst BME groups. -Provision of health information materials and Harrow Health Guidance in local language. -Workshops (smoke cessations, weight loss, walking and nutrition groups). -Sessions on adolescence changes and substance misuse/alcohol misuse. -Assist KAT users to modify their behaviours with changes in legislation. -Promote the use of walk-in clinics. Target local GPs on awareness of the culture. -Acquire feedback from service users to inform effectiveness and future service provision. -Support on housing and shelter. -Facilitate chronic patients receiving support on discharge. -Train frontline staff to understand historic and cultural health issues for early detection and management. -Establish networks with CCG and A&E. -Reduce isolation and improve social network. -Bring improvements through cultural and linguistically appropriate information sessions, networking, advice surgeries, interpretation. The CCG has recently awarded a contract to the Harrow Association of Somali Voluntary Organisations (HASVO) to provide the above services. The term of this contract is 18 months, 1st October 2021 - 31st March 2023 (value: PS45,750.00) during which time, the CCG will assess the needs of the service users and consider how (if relevant) it needs to: -Secure the needs of the people who use the services -Improve the quality of the services -Improve the efficiency in the provision of the services including through the services being provided in an integrated way NWL CCG is currently of the view that the services described are capable of being provided only by HASVO as they have the community reach with faith leaders and key providers within the Borough required to deliver a culturally relevant and language appropriate approach to serve the target group as needed. If it is the case that HASVO is the only provider capable of delivering the services described, then the CCG will look to award a further contract to HASVO for up to 3 years starting on 1. April 2023. The purpose of this PIN is to be transparent about the CCG's intentions and to invite anyone interested in delivering the services described above to contact us by 1st March 2022. During 2022, it is anticipated that NWL CCG will be succeeded by an Integrated Care Board (ICB). Any future contract and/or procurement opportunity may therefore be in the name of the ICB.
