Ingeus - Who We Are and What We Do Ingeus, part of the global APM Group, is a leading provider of human services in the UK. We are a business firmly rooted in strong core values. Our justice services include two Community Rehabilitation Companies (CRCs) - Staffordshire and West Midlands (SWM) and Derbyshire, Leicestershire, Nottinghamshire and Rutland (DLNR), through which we deliver high quality probation services both in the community and prisons to a caseload of more than 20,000 Service Users at any one time. Additionally, our HMPPS CFO3 services provide interventions to those with multiple complex needs to help move them towards employment and to access other services both in preparation for, and after release, from prison. Probation Delivery Partner - The Opportunity The Ministry of Justice, through its 'Strengthening Probation' reforms is introducing changes to the way in which probation services will be delivered in the future. The National Probation Service (NPS) will undertake all case management, including those low and medium risk of harm Service Users currently managed by Community Rehabilitation Companies (CRCs). Rehabilitative interventions will be commissioned from the wider justice market of private and VCSE organisations. This will include Unpaid Work, Accredited Programmes (except sex offender programmes which will be retained by the NPS), rehabilitative interventions as part of Rehabilitation Activity Requirements (RARs) and other wrap around services, as well as interventions to support Resettlement and Through the Gate. Probation Delivery Partner (PDP) contracts will deliver: 1. Unpaid work (including an Employment, Training and Education (ETE) offer for those eligible) 2. Accredited Programmes 3. Structured Interventions for three pathways - Attitudes, Thinking and Behaviour; Domestic Abuse; and Emotional Wellbeing The PDP contracts will also have scope to work in partnership with HMPPS and other commissioners to innovate and develop new interventions and services based on emerging business needs, and which may be piloted with a view to accreditation Ingeus, building on its experience as a current provider of probation services, will bid to be a Probation Delivery Partner. Additional information: We are seeking Expressions of Interest in specific aspects of service delivery from specialist providers who complement Ingeus' service approach and value base. Organisations must be able to demonstrate a clear track record of successful delivery of relevant services to offenders and and/or to people with multiple, complex barriers. Unpaid Work Placements There are a number of requirements to be met in the delivery of unpaid work. These include: * Placements which involve work for the benefit of the local community, provide visible reparation, and include views of local people and stakeholders in identifying potential projects. * Up to 20% of unpaid work hours to be used for employment, training and education (ETE) activity to support eligible Service Users in a path to sustained employment. * Placements appropriate to the particular needs of women Service Users. * Placements and services which support access, positive participation and successful completion of Unpaid Work for those Service Users with protected characteristics (as defined by the Equalities Act 2010). * All Unpaid Work requirements must be commenced promptly and completed within 12 months. Ingeus is seeking expressions of interest in the following areas of Unpaid Work: 1. Provision of supervised placements, both on a group and individual basis, that provide unpaid work for the benefit of local communities. Preferably this will include embedded learning as well as ETE elements that result in certification or accreditation of acquired skills as part of an integrated offer 2. Placements that specifically support the needs of women offenders as well as categories of protected characteristics as defined under the Equalities Act (2010) Structured Interventions and Accredited Programmes Accredited Programmes will be delivered in accordance with the appropriate CSAAP manuals and Interventions Integrity Framework All Structured Iinterventions (Attitudes, Thinking and Behaviour; Emotional Management; Domestic Abuse) will demonstrate: * Alignment with CSAAP principles * A clear evidence base and evaluation * Be cognitive behavioural in approach * Capable of delivering a minimum of 6 sessions Ingeus is seeking expressions of interest in the following: * Services which provide effective support to Service Users with protected characteristics as defined by the Equalities Act (2010), to promote equal access to Accredited Programmes and Structured Interventions and maximise participation and learning.
