Summary of the contracting process

Reading Borough Council is currently in the planning stage of their procurement process for "Extra Care Services - Soft Market Testing". The engagement end date for interested parties is set for 26th September 2021. This initiative is focused on the social work services industry, specifically within the South East region of the United Kingdom. The council aims to gather insights from care and housing providers regarding their existing service models, with the intention of refining their future procurement strategy.

This procurement process presents significant opportunities for businesses involved in care and housing services, particularly those that cater to older adults who require assistance while retaining their independence. Small and Medium-sized Enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate, as the council seeks diverse feedback to enhance their market knowledge. Potential respondents can download a questionnaire via the In-Tend portal, offering a chance to influence the development of specifications for future contracts in this area.

Notice Title

Extra Care Services - Soft Market Testing

Notice Description

Reading Borough Council are seeking to improve their market knowledge of Extra Care Services. We would like to take the opportunity to do some soft market testing to determine current interest levels in the market. Reading Borough Council is seeking to engage with both Care and Housing Providers with an interest in Extra Care services. We are reviewing our current model of Extra Care and would value feedback from providers, both in and out of the Reading area, to assist in the development of a specification for a future procurement. Currently, we have 7 Extra Care schemes in the Reading area. There are 416 flats across these schemes. Although most are available to rent, leasehold and shared ownership properties are also available. These are predominantly for older people (age 55 years and over) who are still able to live independently with a care and support package. Emergency support is available 24 hours a day, 7 days a week. Activities and housing related support are also provided via background hours (known as floating support). Please refer to our In-Tend portal where a questionnaire is available for download and completion as part of our market engagement exercise Additional information: This process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contract. The commissioners are using this process solely to test the market to gather information and ascertain the level of interest in this type of service. There are therefore no formal criteria which we will use to judge your responses, responses will not be scored and it is not our intention to provide any feedback.
