Summary of the contracting process

The Commonwealth War Graves Commission (CWGC) is initiating a tender process titled "Vehicle Leasing - Soft Market Testing" as part of their planning for leasing and fleet management services. This procurement, classified under 'Vehicle-fleet management services' (CPV code: 50111100), is located in the United Kingdom and surrounding regions, including British Overseas Territories and Europe. The engagement end date for interested parties is set for 9th April 2019. This early market engagement aims to gather feedback from the leasing sector to inform the development of a future tender strategy.

This tender presents significant opportunities for businesses specialising in vehicle leasing and fleet management, particularly those with the capability to offer international and local solutions across different countries, such as France and Italy. Small and medium-sized enterprises (SMEs) and voluntary community sector enterprises (VCSEs) are encouraged to engage in this process, as their inclusion can lead to innovative solutions tailored to the CWGC’s requirements. By registering with the CWGC’s e-Procurement portal, firms can position themselves for potential future contracts arising from this engagement initiative.

Notice Title

Vehicle Leasing - Soft Market Testing

Notice Description

The Commonwealth War Graves Commission (CWGC) was established in 1917 to honour the 1.7 million men and women of the Commonwealth forces who died in the First and Second World Wars and ensures they will never be forgotten. CWGC's work ranges from building and maintaining our cemeteries and memorials at 23,000 locations in more than 150 countries and territories, to preservation of our extensive records and archives. Our values and aims, laid out in 1917, are as relevant now as they were 100 years ago. CWGC is seeking input from the Leasing and Fleet Management market to help develop a suitable strategy to deliver our leasing and fleet management services across our countries of operation. We currently lease cars and LCV's in France, Belgium, UK including Northern Ireland, and Italy. This exercise will allow us to compare an international leasing solution against a locally delivered leasing solution in the above countries. As an organisation we want to test the market at an international and local level to review the benefits that these different solutions offer. This will allow us to develop a future tender which best suits our requirements. Additional information: This exercise is being carried out using the CWGC e-Procurement portal - https://in-tendhost.co.uk/cwgc/aspx/Home. In order that you can participate in this exercise, or if you wish to participate in any future tenders issued by the CWGC, you must first register with the portal. When registering, please complete as much of the information as possible. Please note: When entering a contact email address for both the Primary and Additional Users, you are advised to add a generic address which can be readily accessed by more than one person i.e. "tenders@xyz.com", rather than a personal address such as "RKipling@xyz.com". This way you will still be able to access any communications sent by us via the portal if an individual in unavailable through leave or sickness, for example. Also, when registering, you can include as many "Business Classifications" as you think are appropriate (the wild card for searching is "_") but, as a minimum, can you please include "4750 - Vehicle Lease" - which is the closest match for this particular project. To ensure transparency, the portal will also be used for all correspondence relating to the tender once it has been published.
