Summary of the contracting process

Amey Defence Services intends to procure external refurbishment work to 95 Ministry of Defence properties in Scotland, as part of its regional accommodation maintenance service for the Central and North regions. The works cover replacing existing timber or PVCu windows with white PVCu windows and replacing existing timber or PVCu doors with PVCu doors. They also include easing and adjusting garage up-and-over doors, itemised electrical work and a shared on-site liaison officer role. The procurement is for building refurbishment and associated property maintenance, rather than a single supply of products. The appointed subcontractor will be expected to act as main contractor and quote for every aspect of the works.

This is at the planning stage: Amey has set out an intention to procure, but this record does not carry an invitation to tender. The expected method is an open, below-threshold procedure. The estimated contract value is £870,000, with a planned budget of £45 million for the 2026/27 financial year; these are distinct figures and should not be treated as equivalent. The anticipated contract period is 4 January to 31 March 2027. A further procurement notice was expected on 9 November 2026. The work is presented as one package, and bidders must price all aspects. Amey says future similar work may be negotiated using submitted rates and describes subsequent work as mini-competitions or call-offs under a subcontract agreement. Expressions of interest are intended to be assessed against public procurement regulations.

The work may suit small and medium-sized building refurbishment or maintenance contractors able to manage the full package and deliver across properties in Scotland. Amey requires subcontractors to be verified Constructionline Gold members, with the relevant work category allowing subcontracting and the Building Safety Act – Standard Construction verification in place. Suppliers must be able to work to MOD SFG20 for planned preventative maintenance and in a BIM Level 2 environment where applicable. Where a supplier is likely to handle MoD-identifiable information on its IT systems, compliance with DefStan 05-138 is required. Successful suppliers will also need to pass a pre-qualification questionnaire, accept Amey’s terms and conditions and meet Ministry of Defence security requirements. Amey seeks suppliers willing to work with it on social value; a corporate social responsibility policy and business continuity and disaster recovery plan are desirable. Depending on annual spend, science-based or net-zero targets may be required.
