The council's antisocial behaviour service has restructured placing an emphasis on empowering Norwich residents to take greater responsibility for issues within their neighbourhoods. An early intervention approach is encouraged across the city which, when effective, helps to reduce demand on limited resources. Norwich City Council requires a single supplier to deliver a mediation and conflict resolution service for Norwich City Council residents for an initial two years, with further options to extend. The council anticipates approximately 70 - 100 cases for mediation, conflict resolution or resilience building each twelve month period. Predominantly self-referrals are made direct by Norwich residents but some referrals will be made by council officers. There is the potential for demands on the service to fluctuate and change over time. The service will only be provided to residents within Norwich City Council boundaries.
