Notice Description

The purpose of this notice is to update Industry on the Royal Navy's Shared Service Centre, including an update on the indicative commercial timetable. The Royal Navy Shared Service Centre forms part of the People and Training (P&T) Directorate's delivery of NC People Transformation. An Industry Day was held in September 2021 to inform and seek feedback from industry on the RN's plans.. Following the Industry Day, approval has been granted to proceed with the procurement for a RN Shared Services Centre (previously referred to as HR Shared Services Centre). The RN Shared Service Centre will be delivered through Competitive Dialogue and will use the Model Services Contract, a Cabinet Office contract designed and recommended for complex and high-risk requirements where the scope might include business transformation, operational services, outsourcing and technology development services and where the total contract value is PS20m or more. The anticipated value for RN Shared Services Centre is PS30m over a contract period of 3 years plus two optional years. The indicative timetable for the release of the Contract Notice and PQQ and subsequent commercial activity is as follows: Contract Notice 29 July 2022 PQQ Issue 29 July 2022 PQQ Final Submission 16 September 2022 PQQ Evaluation and downselect 30 September 2022 ITPD released 7 October 2022 Dialogue October - December 2022 Tender returns January 2023 FBC Submission February 2023 Contract Award March 2023 Contract Commencement April 2023 Other services to be procured that relate to the original Strategic Outline Case discussed at the September 2021 Industry Day include delivery of a first tranche of Career Management digitalised solutions in Apex, support to the data analytics being delivered through the P&T People Insights, Intelligence and Analytics Centre, and discovery work on the next stage of the Talent Programme.
