Summary of the contracting process

Sheffield City Council is seeking to engage suppliers through a Soft Market Test for the provision of Pay and Display Meters, aligning with its Parking Strategy approved in 2018. The procurement process is currently in the planning stage, with a budget of £500,000 allocated for the financial year commencing 1st April 2020 and ending 31st March 2021. Interested parties should note that the contract period for this initiative is from 20th September 2019 to 30th November 2019. The relevant items will be delivered to locations within the Yorkshire and the Humber region, and the procurement falls under the industry category of control, safety, signalling, and light equipment.

This opportunity presents a significant growth avenue for businesses, particularly small and medium enterprises (SMEs) and voluntary community sector enterprises (VCSEs) that specialise in road traffic-control equipment and similar technological solutions. With requirements for solar-powered machines capable of accommodating diverse payment methods, firms that offer innovative payment solutions and environmentally friendly technologies will find themselves well-positioned to compete. Participants in this market test will have the chance to inform future procurement approaches, thereby influencing formal tender opportunities.

Notice Title

Soft Market Test - Pay and Display Meters

Notice Description

Sheffield City Council is looking to carry out a Soft Market Test (SMT) at an early stage in relation to provision of Pay and Display Meters. In January 2018 the Cabinet Member for Transport and Sustainability approved the Parking Strategy for the city as a statement of the Council's commitment to the future of parking in support of the emerging policies set out in the Sheffield Transport Vision, City Centre Master Plan 2013 and Sheffield Local Plan. A number of actions were proposed including introduction of new area wide parking schemes. These schemes require a number of Pay and Display machines. The machines will be Solar Powered and will need the facility to accept coins, chip and pin and contactless payments. The SMT will be used to help inform the approach to market and recommendations prior to a formal procurement opportunity.
