Early Help (Family Hubs) Partnership with Plymouth City Council

Notice Description

Plymouth City Council (PCC) is committed to working with partners to transform the way we deliver Early Help and Targeted Support for families with children aged 0-19, over the next ten years. We want to commission a Partner or Partners to work with us to develop and drive a 10 year Early Help (Family Hubs) Programme. This approach was approved by PCC's Cabinet in March 2021 and it aligns with Plymouth's new Bright Future vision for children and young people 2021-2026, due to be considered at PCC Cabinet on 13th July. The commissioned partners(s) and PCC would form an Early Help Partnership, agreeing key principles, deliverables and outcomes, directly linked to feedback from families and practitioners. The Partnership agreement would include detail on how potential conflicts of interest would be managed, and whether the partner(s) would have the right of pre-emption or exclusivity over future services. All resource in scope of the Partnership would be considered in the future design of services to develop Family Hubs, with flexibility to co-locate staff and pilot new approaches including considering which services would benefit from being sub-contracted to other partners, or delivered directly by the Partnership, following Council Contract Standing Orders as required. There is no specific funding allocated to the partnership contract with PCC and part of the tender will explore consideration of the joint resources and commitments which will be needed to successfully implement and run the partnership. We will continue to engage with existing and potential providers and wider system partners, together with the Family Hubs Network, Department for Education and the new National Centre for Family Hubs and Integrated Services for Families, as we progress with our commissioning and transformation approach.
