Summary of the contracting process

The Greater Manchester Combined Authority, specifically the Greater Manchester Police, is inviting tenders for "Vehicle Recovery Services" within the North West region of the United Kingdom. This procurement process, currently in the tender stage, seeks services to aid in the recovery, storage, and disposal of abandoned, damaged, or obstructive vehicles to ensure highway safety. Interested businesses must submit their tenders by 22nd August 2024, with the contract set to commence on 1st December 2024, lasting for two years with an optional extension period of up to three additional years. The procurement will be conducted through an open procedure, and the contract is divided into multiple lots, providing opportunities across different geographical areas within Greater Manchester.

This tender presents a substantial growth opportunity for businesses in the vehicle recovery sector with a minimum contract value of £12,500,000 and an estimated value of £15,000,000. Small and medium-sized enterprises (SMEs) stand to benefit significantly from this procurement, given the requirement for relevant licenses, accreditations, and comprehensive Health and Safety policies. The structured lot system ensures a fair distribution of tasks among multiple operators, favouring businesses with strong service delivery capability. Additionally, businesses involved in light and heavy vehicle recovery, including cars, commercial vehicles, buses, and motorcycles, would be well-suited to compete for this lucrative opportunity.

To be considered for award of a contract Recovery Operators must have in place the relevant operator licences, accreditations and Health and Safety policies. The contract will also be broken down into various Lots to cover a variety of geographical areas in Greater Manchester. Where there are multiple operators awarded to any of the lots, jobs will be allocated evenly on a pro-rota basis starting with the highest scoring bidders.
