Summary of the contracting process

Hertford Town Council is procuring a complete festive lighting installation and maintenance service for Hertford. The work covers secure storage of the council’s lighting assets, installation and removal, structural and electrical testing, repairs, infrastructure and power-supply maintenance, and year-round support. The installation includes nine catenary-wire Crossroad displays, nine feature trees, one decorated Christmas tree, 36 column wraps, 70 metal stag heads and two floor-anchored set pieces. The supplier will also support applications for a festive lighting licence from Hertfordshire County Council, provide the paperwork needed for delivery, and attend the annual festive light switch-on in November. This is a services contract covering lighting installation, repair and maintenance, with work taking place in Hertford.

The procurement reached tender: Hertford Town Council invited offers through an open procedure below the threshold. The tender deadline set by the council was midday on 4 September 2026, with submissions by email. The contract is for three years, from 1 August 2027 to 31 July 2030. Its estimated value is £30,000 to £90,000 including the stated minimum and maximum values, in GBP. The tender requires a full breakdown of charges, including emergency call-out fees. Evaluation will consider the tender documentation, required evidence, relevant references, environmental sustainability commitments, registrations, insurance and RAMS. The service includes a 24-hour call-out arrangement and attendance within four hours of notification for emergencies.

This opportunity suits an SME with established festive or architectural lighting installation, testing, maintenance and storage capability. Bidders need secure, suitable storage for the council’s assets and engineers who are skilled, properly equipped and able to work safely at height and with electrical supplies. The business must provide evidence of HERS and CFA registration; annual testing of specified structures and set pieces must be carried out by a CFA-registered company using specialist equipment. Relevant experience of applying for licences with county authorities is important, as is the ability to prepare insurance documentation, RAMS and other compliance paperwork. Suppliers should be able to provide reliable year-round maintenance, a 24-hour emergency service, four-hour attendance, and at least one relevant authority reference for comparable previous work.
