Summary of the contracting process

The public procurement process titled "UDAT Application Remediation Discovery" has been completed by UBDS IT Consulting, serving as the buying organisation. This tender falls under the Software package and information systems industry category and involves locations including the United Kingdom, British Oversea Territories, Channel Islands, Europe, Isle of Man, and Rest of the World. The procurement method used was selective, specifically a call-off from a framework agreement, with the award stage concluding on 22nd December 2025. The contract period is set from 1st January 2026 to 31st March 2026, with the total value amounting to £239,700, highlighting the prospect for further cloud-based solutions for the Department for Work and Pensions (DWP).

This tender presents substantial growth opportunities for businesses specialising in cloud services and application remediation. Small and medium-sized enterprises (SMEs) are especially well-suited for participating in this type of contract, given its focus on modernising and transitioning legacy User Developed Applications and Tools (UDATs) to cloud-based solutions. Companies with expertise in Microsoft-based technologies, cloud storage solutions, and digital infrastructure planning would find this project particularly appealing, offering a scope to demonstrate their capability in driving digital transformation within government departments.

Notice Title

UDAT Application Remediation Discovery

Notice Description

Provision of a Discovery phase for the Application Remediation project on a Service basis. Within DWP there are several UDATs (User Developed Applications and Tools) that have been developed by Business Users in MS Access/Excel using VBA Macros. There are currently 565 UDATs that are still in use. Within DWP a product called CITRIX Explorer is used to allow Users with Cloud First Devices to access UDATs stored on Legacy Filestore e.g. Shared Folders. At the moment use of CITRIX to access UDATs is a blocker. One option would be to move the UDATs to Cloud Based Filestore such as Azure Files. DWP therefore need to run a Discovery Phase to identify how many of the 565 UDATs are dependent upon CITRIX for access, and also to confirm how many would be viable candidates to move to Azure Files and the effort/cost involved to complete that exercise and what remediation would potentially be needed to ensure the UDATs performed when hosted in Azure Files.
