Notice Description

HS2 Ltd requires a Supplier to provide the following services: * Provide in house intelligence gathering from open sources, database and analyst support to Hs2 as part of the Intelligence Fusion Team at HS2's offices in Birmingham; * Support the supplier provided analyst with additional specialist intelligence gathering or analytical support as required. This may include access to open source and consented marketing databases, and membership of any security groups, communities and specialist services that the supplier is able to provide which may support this capability; * Conduct routine monitoring of open source intelligence in line with the HS2 provided Security Risk Register and the HS2 Model of Security in order to carry out general (HS2 wide) and functional (cyber, physical, information, personal, personnel etc.) intelligence and threat assessments; * Produce routine intelligence assessment reports based on routine open source intelligence insights and from any reach back service provided; * Support the integration of these reports into detailed assessment reports produced from other intelligence sources (police, local authority and HS2 internal data sources); * Provide specific intelligence gathering activity from open sources in response to requests for intelligence support for planned events and activities and already identified threats; * Support the intelligence assessment of these events using the open source intelligence obtained and intelligence provided by other sources and data, and as directed by the HS2 Intelligence Fusion Senior Manager and produce specific assessment reports with recommended mitigation actions and points of contact for support; * Support the coordination of internal and external data collection; * Support the creation and maintenance of a HS2 owned security database (such as IBM i2 analysts notebook or Sentinel Visualiser) and incorporate HS2 owned data from internal and external sources into the database; * Provide intelligence analyst support and from the database and other sources identify security and intelligence trends and patterns, and geolocation of previous incidents, in order to proactively manage threats to HS2 and respond to requests for support; * Support intelligence and security education and training across HS2 as directed by the HS2 Intelligence Fusion Senior Manager and the production of HS2 security and intelligence case studies. OJEU Contract Reference: 20161118-005008 (16-436207-001) Additional information: This contract has an estimated annual value of PS250,000 and will be awarded for an initial period of 3 years, with the option to extend for a further 2 years.
