Summary of the contracting process

Blackpool Council has initiated a public procurement process for a framework titled "Highways - Surfacing and Civils Work (Large-Scale Framework)" aimed at enhancing the management of highways and footways in the North West of the United Kingdom. This open tender was published on 9th August 2019, and closed on 13th September 2019. The contract period is scheduled to commence on 1st December 2019 and will run until 30th November 2021, with a maximum value per job capped at £3 million. The tender falls under the category of works related to civil engineering and construction, specifically targeting infrastructure improvements in response to ongoing local development needs and maintenance requirements.

This opportunity presents significant potential for businesses specialising in civil engineering, surfacing works, and those capable of mobilising for both large-scale and routine jobs. Small and medium enterprises (SMEs) as well as voluntary and community sector organisations (VCSEs) would find this tender particularly accessible, allowing them to engage in contracts that support the local infrastructure in Blackpool. Companies with proven experience in delivering timely and cost-effective solutions for highway repairs and enhancements are well-suited to compete for this framework, fostering both community development and business growth.

Notice Title

Highways - Surfacing and Civils Work (Large-Scale Framework)

Notice Description

Blackpool Council looks after a large range of highways and footways in various stages of repair and maintenance. Blackpool is a unique seaside environment and economy which presents specific challenges to delivery of surfacing and civils schemes. In addition, a significant investment programme in the town is leading to increased demand for new highways, changes to layouts and modern surface finishes. There is an on-going requirement to keep these assets well-maintained and to carry out new work and repairs quickly, effectively and efficiently to keep them in good working order, to improve traffic circulation and in order to avoid costly remedial works in the future. The Council has an existing internal department which carry out some works but the framework is intended to bolster capacity for small-scale and larger jobs where no in-house capacity exists. Some of this work will be regular, planned and routine and other work will be part of larger schemes. It is anticipated that the maximum single piece of work allocated on this framework will not exceed PS3m. Successful contractors should have sufficient experience, competence and capacity to deliver effective civils and / or surfacing works in a timely manner covering the portfolio of assets.
