THE PROVISION OF LABOUR, ASSOCIATED PLANT AND EQUIPMENT TO ASSIST THE COUNCIL'S HIGHWAY OPERATIONAL SERVICES IN UNDERTAKING WORKS ON AND OFF THE ADOPTED HIGHWAY OTHER COUNCIL ASSETS AND PRIVATE PROPERTY.
