Quantity Surveying, Contract & Project Management Support for the Cornwall Local Energy Market Project
Notice Description
The Cornwall Local Energy Market Programme has a requirement for a supplier who can provide suitably experienced, capable and proven personnel to support a range of energy installation projects over the next 18 months. Successful suppliers will be required to support up to approximately 12 projects running concurrently across 2018 and 2019. Centrica plc's Cornwall Local Energy Market project (LEM) is an EU-funded pioneering initiative involving the development of a virtual marketplace. The trial provides participants (homes and businesses) with a platform to buy and sell energy and flexibility to both the supply networks and the wholesale energy market. The project's overarching aim is to demonstrate that the electricity distribution network can facilitate an increased penetration of renewable / low carbon electricity generation by invoking novel strategies including flexibility. LEM project outputs include reducing GHG emissions by enabling more renewable and low carbon electricity generation, as well as enabling energy asset flexibility in the most constrained areas on the distribution network. To this end the project will install low carbon energy generation assets, such as natural gas CHP, renewable energy generation, storage, private wire networks and demand-side response technologies into some industrial and commercial premises in Cornwall. The PS19M, three-year trial is being delivered in partnership with the local distribution network operator Western Power Distribution, alongside National Grid, University of Exeter and other partners. It is being funded by Centrica and the British Gas Energy for Tomorrow Fund alongside a PS13M grant from the European Regional Development Fund (ERDF). We believe that this hugely exciting project will provide major findings that can inform the Government, National Grid and regulators about how the UK can best develop new and effective markets for flexible energy. Existing suppliers to Centrica must tender afresh as any existing arrangements with Centrica are not valid for this EU funded Project. The timelines for the ITT are as follows: ITT advertised on Contracts Finder: 18 December 2017 Suppliers to confirm/decline intention to respond to ITT: by 17.00 on 5 January 2018 Suppliers to submit questions (if any) regarding ITT: by 17.00 on 10 January 2018 ITT CLOSING DATE AND TIME: 13.00 on 12 January 2018 Additional information: Cornwall LEM is an ERDF funded project and as such operates under national procurement rules. To request an ITT pack, please send an email with this number in the subject title: Cornwall LEM006e Your request will be dealt with within one working day. All questions will be shared with all bidders.
