Summary of the contracting process

East Suffolk District Council procured digital communication services through a cloud-based IT system, including software and information systems and additional user licences. The requirement supports the council’s operational communications and information technology needs, with extra licences added after the appointment of further staff. The contracted service is delivered for the council in the East of England. The procurement is categorised as services and concerns a software-based system rather than physical goods, construction or general consultancy. It is relevant to suppliers providing cloud-hosted communication platforms, software licensing and related information-system services, particularly those able to support a public-sector organisation as its number of users grows. The buyer is East Suffolk District Council, based in Lowestoft, England.

The procurement has been awarded and is complete. It was run as a selective procedure and awarded as a call-off from a framework agreement. The award was made on 25 April 2025 to 4sight Communication Ltd for £45,000 for additional licences. The original contract value was £178,719.89; following the variation, the total contract value became £223,719.89. The contract period runs from 25 April 2025 to 22 October 2028, with no change to the original duration. The variation was made under section 72(1)(c) of the Public Contracts Regulations 2015, for additional supplies arising from unforeseen circumstances, specifically the council’s appointment of additional staff. The tender submission deadline was 16 April 2025 at 17:00.

For suppliers that did not win this procurement, the award demonstrates established demand from East Suffolk District Council for cloud-based digital communication and information-system licences, with capacity to expand provision as staffing changes. A credible competitor for a future requirement would need a reliable cloud platform, the ability to issue and manage additional user licences, and experience supporting a public-sector customer through a framework call-off. Suppliers should be able to maintain service continuity while increasing user capacity, and explain how licensing and system administration will operate as the customer’s workforce grows. The incumbent is recorded as a large supplier, so competitors should be prepared to demonstrate comparable delivery capacity, framework experience and dependable support for council-wide software services.
