Summary of the contracting process

NS&I commissioned payment initiation services to let customers pay by bank transfer through a secure, straightforward journey using Open Banking. The service is intended to reduce errors compared with customers setting up transfers manually and to provide a lower-cost alternative to debit card payments. The supplier provides APIs that connect NS&I’s mobile app or website with a customer’s bank and return the customer to NS&I for confirmation. These APIs pre-populate the sort code, account number, account name, amount and payment reference. The requirement may also include account information services such as fraud, identity, income verification, affordability, risk identification and transaction or funds tracing and monitoring, plus Confirmation of Payee. The buyer is NS&I, and delivery is associated with its London address.

The procurement is complete and Ecospend Technologies Limited was selected for the contract. The award date was 21 November 2025. The contract period runs from 30 August 2026 to 29 August 2030, with one optional 12-month extension. The recorded award value is £0. The contract was awarded through a further competition under the Government Commercial Agency Open Banking, Data, Digital Payments and Confirmation of Payee services dynamic purchasing system. The route was a selective call-off. The tender deadline was 2 October 2025 at 16:00. NS&I recorded the opportunity as unsuitable for SMEs and voluntary, community and social enterprises. No evaluation criteria or lot structure are set out in the available process details.

For suppliers considering similar work for NS&I, the award demonstrates demand for customer-facing Open Banking payment initiation integrated into digital services. A credible competitor would need to deliver secure, dependable APIs that connect an organisation’s app or website to multiple customer banks and return payment confirmation, while accurately passing account and payment details. Experience reducing customer friction and payment errors, and supporting lower-cost alternatives to card payments, is directly relevant. The potential scope also points to capabilities in account information services, including fraud and identity checks, income and affordability verification, risk identification, transaction tracing and monitoring, as well as Confirmation of Payee. Competing for this buyer’s requirement has been through a further competition under a government dynamic purchasing system; suppliers would need to be able to operate within that route.

Notice Title

Payment Initiation Services

Notice Description

NS&I has a requirement for the provision of Payment Initiation Services in order to make it easy for our customers to pay NS&I by bank transfer using a secure, simple and efficient process. NS&I Customer research has shown that three key factors influence how customers choose to pay: Security, Ease and Confidence. Payment initiation offers a well-defined journey, with the necessary account details securely transferred using Open Banking technology. This reduces the risk of the customer making an error, and makes it easier for the customer to complete the task than a manually set up bank transfer. For NS&I, Payment Initiation is more cost-effective than debit card. Through the use of Payment Initiation, NS&I aims to reduce our future payment costs. We expect the Supplier to provide Application Programming Interfaces (APIs) to allow NS&I to enable our customers to seamlessly transition from our new mobile app or future website, to the customer's own bank and back to our online service for confirmation. The API should pre-populate the sort code, account number, account name, payment amount and payment reference. At a later date, NS&I may also require the following additional services: - Account Information, including the following services: Fraud Services, Identity Services, Income Verification Services, Affordability Services, Risk Identification Services and Transaction/ Fund Tracing and Monitoring Services. - Confirmation of Payee **Contract awarded via Further Competition under the Government Commercial Agency Open Banking (Data, Digital Payments & Confirmation of Payee Services) DPS RM6301.** Additional information: Contract includes one optional 12 month extension period.
