Notice Description

Definition of Consultant The Consultant appointed is defined as the Consultant Mechanical & Electrical Services Engineer. The Consultant will take on the duties of all aspects of the technical design, project management and quantity surveyor for the works. Definition of Services Required The Consultant is to provide professional services as the Mechanical & Electrical Services Engineer, Project Manager and Quantity Surveyor. The Consultant is to include for other specialist design services, that may reasonably be envisaged as part of these works inter alia noise & vibration, structural and building surveying. The Consultant is required to work as part of the Project Team, attend all project team meetings, answer any queries that may arise during the tendering period and attend pre-contract and site progress meetings. The Consultant shall report to the Project Lead, on the progress of the work throughout the various stages and contribute to regular/monthly quality, progress and cost reports. The Consultant shall provide the cost planning and cost advice for the Project and monitor expenditure on the Project, to ensure its completion in terms of budget. The cost planning shall include: - - Prepare a pre- tender estimate and submit to the Project Manager for approval Tenders that are anticipated to exceed the available funding should be reduced, unless in so doing quality or identified outputs are compromised. - Reconcile the tender results with the works budget; any budget variances must be submitted to the Project Manager for agreement. - Produce a tender report. - Monitor costs against the budget and advise the Project Manager of any significant cost variations. - Undertake interim valuations and assess materials on or off site. - Agree the cost of any variations. - Produce the final account for audit. Liaise with Building Control and Planning and obtain all necessary approvals. The Client shall pay all fees in respect of applications under Planning, Building Control and other statutory requirements Study data and reports relating to the project and comment on any physical site restrictions or logistics which may affect the construction / engineering options. The City holds a small number of CAD drawings of the existing buildings to which the Consultant will have access. The Consultant will be responsible for producing all other drawings. Develop the design of the Project in collaboration with other members of the Project Team and prepare calculations, drawings, schedules and specifications to support the final proposals and prepare the tender documentation. Appraise and evaluate tenders and produce a tender report. Assist in the preparation of the Authority to Start Work (Gateway 5) Report.
