Notice Description

DCC are wishing to procure an experienced and independent expert to facilitate collective purchasing schemes (arranging a groups of consumers into a collective purchasing arrangement which will deliver reduced costs) for solar PV and storage installations. Facilitation of the schemes includes but is not limited to: * Arrangements for an auction/procurement for an all-in turnkey solar PV system of blocks of 20 to 30 projects at a time to encourage bids from SMEs * Procurement of participating installers * Promotion of this scheme with trade bodies to bring to attention of their members * Management of applications from consumers for works to installers to deliver * Carry out installer assessment (including but not limited to):- supplier credentials and certifications (MCS, RECC, HIES), detailed financial due diligence and other pertinent delivery requirements * Provide a quality assurance process to ensure products installed meets requirements, this is to be provided by an impartial and transparent assessment process of at least 1 in 25 installations * Provision of a co-branded (Supplier, DCC and district council support partners) website to facilitate a registration scheme for all interested residents. * Provision of a telephone helpdesk to support residents throughout the process, with the capacity to adequately deal with the amount of calls generated by a 100,000 property direct mailing campaign and associated social media * Have adequate management resources and processes to ensure compliance with GDPR and helpdesk performance assurance (including but not limited to samples of calls reviewed by assessors) * Ensure the delivery of high conversion marketing campaigns based on A/B testing (two or more variants of a page are shown to users at random, and statistical analysis is used to determine which variation performs better for a given conversion goal), consumer insight research and usability testing * Provision of market tested and optimised marketing materials to support the DCC and district council support partners promotion of the scheme to residents * Provision and delivery of branded online marketing campaigns The provider must be able to demonstrate they have been delivering a successful service for at least 24 months. Experience working with local authorities in the UK to deliver to deliver similar collective purchasing schemes is essential and this experience must be in the solar PV and storage arena. References from other local authorities will also be essential. We would ideally wish to target a 1,000 installations which we would anticipate would be between PS4-4.5m. If this were to be achieved the provider to recover percentage of their turnover as the fee for the project delivery.
