Summary of the contracting process

Merseyside Waste Disposal Authority commissioned advertising and marketing services for its Journey of Recycling 2026–28 campaign, supporting the Recycle Right brand across the Liverpool City Region, including Merseyside and Halton. The work covers two campaign phases focused on public awareness of household recycling. It includes updating and animating the existing Journey of Recycling video to reflect additional materials accepted through kerbside collections, producing social media advertising assets, and creating further animation about flexible plastics such as plastic film packaging and bags. The supplier is also responsible for managing external services and suppliers, directing residents to the animation and Recycle Right online content, placing digital advertising through Google, YouTube, Facebook and Instagram, and reporting on engagement and audience demographics. Delivery is in the North West of England.

This procurement is complete and was run as an open procedure. The tender deadline was 4 June 2026 at 12:00. The estimated value was between £43,000 and £60,000 excluding any stated tax treatment. The contract period runs from 8 July 2026 to 31 March 2027. The contract was awarded on 8 July 2026 to Agent Marketing Ltd for £58,575. The award is active. The opportunity was identified as a services contract for advertising and marketing, with suitability for small and medium-sized enterprises. Evaluation was conducted through the open procedure, and the requirement was structured around the specified campaign delivery, digital advertising and reporting activities rather than separate lots.

This award is relevant to integrated marketing agencies, social-impact communications specialists and production companies able to combine campaign strategy, project management, animation, social media content and digital advertising. A credible competitor would need to coordinate several external suppliers, manage delivery across a public awareness campaign, and translate changes in recycling policy into clear, engaging content for residents. Experience producing or updating animated explainers, planning paid campaigns across Google, YouTube, Facebook and Instagram, and directing audiences to web or video content would be valuable. The requirement also favours suppliers able to use audience data to report on engagement and demographics, while handling multiple campaign stages and technical inputs. SMEs are explicitly suitable, making this a useful example of the Authority’s demand for focused, multidisciplinary communications capability.

Notice Title

Journey of Recycling 2026-28

Notice Description

Merseyside Waste Disposal Authority (MWDA) is a statutory waste disposal authority which, with its District Council partners, takes a lead in advocating and delivering recycling, waste prevention, and the safe and effective disposal of household waste for the residents of Merseyside and Halton - together, the Liverpool City Region (LCR). MWDA is seeking to engage an organisation who will be able to effectively manage external services and suppliers throughout all aspects of the campaign and display strong overall project management. MWDA runs public awareness and engagement campaigns through the Authority's Recycle Right and Zero Waste LCR brands. MWDA would like to run a campaign via Recycle Right in two phases - Phase 1 during July 2026 - October 2026, and Phase 2 during April 2027 - September 2027. Phase 1 of the campaign will require the successful organisation to animate a new Journey of Recycling video, with a focus on updating information featured within the most recent Journey of Recycling animation to factor in additional materials which can now be recycled via kerbside collections across LCR, following the implementation of Simpler Recycling legislation from UK government. A suite of social media assets will also need to be created for advertising purposes, with the aim to engage LCR residents and direct them to the new Journey of Recycling animation on the MRWA YouTube channel and/or Journey of Recycling pages on the Recycle Right website. Phase 1 will culminate with a one-month digital advertising campaign, which will launch from the start of Recycle Week (Monday 14th September) and will finish on Sunday 11th October 2026. The ads will be run through Google (Display Network and/or YouTube) and the Recycle Right Meta channels (Facebook and Instagram). A report providing insights on user engagement and demographics will be required upon completion of the campaign. Phase 2 of the campaign will require additional animation work to provide information on flexible plastics (plastic film packaging and plastic bags), which are legislated by UK government to be collected from residential properties from 31st March 2027. Phase 2 will culminate with a three-month digital advertising campaign, which will launch in July 2027 and end upon the completion of Recycle Week during September 2027 (date TBC). The ads will again be run through Google and the Recycle Right Meta channels (Facebook and Instagram). A report providing insights on user engagement and demographics will be required upon completion of the campaign.
