The purpose of the brief is to write a Business Plan for the project. HLF funding divides a project into two phases: the Development and Delivery Phase. This consultancy will be appointed for the Development Phase of the project to undertake: * background research to the project * consultation with stakeholders * desk research into the market for The Hold * comparator analysis for similar archive projects * competitor analysis for similar venues in the area * analysis of governance, management and staffing structures to deliver the project * analysis of income and expenditure * analysis of risk * analysis of the impact of the project on the organisation * formulate a monitoring and evaluation framework for the Business Plan.
