Summary of the contracting process

The Police, Fire and Crime Commissioner for Essex and the Police and Crime Commissioners for Bedfordshire, Cambridgeshire, Hertfordshire, Kent, Norfolk and Suffolk procured public order protective suits and associated undergarments for their police forces. The requirement covers occupational and safety clothing, including coveralls, supplied through separate framework call-offs. Mi Hub’s agreement is the primary source for Cambridgeshire on behalf of Bedfordshire, Cambridgeshire and Hertfordshire; Derby Unitex is the primary source for Essex, Kent and Norfolk on behalf of Norfolk and Suffolk. Each arrangement can also support the other group as a secondary source to provide resilience. Delivery is associated with Wymondham in Norfolk and the East of England.

The procurement is complete and was awarded on 5 August 2026 to Derby Unitex and Mi Hub, with a stated award value of £1,148,000. The buyers used direct awards through call-offs from two existing frameworks: Derby Unitex through lot 2 of the BLC0069 PSU Clothing and Equipment framework, and Mi Hub through lot 6 of the YPO 001204 PPE Workwear, Uniform and Managed Services framework. The award covers four separate call-off agreements for Derby Unitex and one for Mi Hub. The initial contract term runs from 1 October 2026 to 30 September 2027, with three optional one-year extensions and a potential final end date of 30 September 2030. The earlier tender submission deadline was 31 July 2026.

This award demonstrates demand from seven police forces for specialist public order suits and associated undergarments, with supply arrangements designed to provide both a primary source and resilience through a secondary source. Suppliers seeking to compete for a comparable requirement would need to show they can reliably supply protective and occupational clothing at multi-force scale, support distinct call-off arrangements across force groupings, and maintain continuity when acting as a backup supplier. The selected route was through established clothing and workwear frameworks, so credibility for this buyer includes access to a relevant framework and the ability to fulfil its call-off terms. Small and medium-sized businesses were considered suitable for this procurement. The requirement is specifically for police public order clothing, rather than general uniform supply.
