Summary of the contracting process

The Mayor's Office for Police and Crime (MOPAC) has announced a planned procurement process for the "Pan London Sexual Abuse Support Service," aimed at providing support for victims/survivors of sexual violence across London. This procurement falls under the health and social work services category (CPV 85000000) and is currently in the planning stage. The initial contract period will span from 1st May 2025 to 31st March 2030, with two additional one-year extension options available at MOPAC's discretion, potentially extending the contract until 31st March 2032. Key budgeting periods are defined from 2025-2030, with the total value projected at GBP 65,387,492. The procurement method will follow a light-touch regime, akin to the Competitive Procedure with Negotiation.

This tender presents substantial opportunities for growth, particularly for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs). The requirement for an accredited Independent Sexual Violence Advocate (ISVA) service, alongside the holistic and emotional support services, means that businesses with specialisations in these areas are particularly well-suited to compete. Collaborative service provision, under the vision of MOPAC, further provides a platform for multiple providers to work together, enhancing service efficacy and outcomes for victims/survivors. With a significant budget and an extended contract period, this tender is a prime opportunity for businesses looking to expand their service offerings within London's public sector.
