Summary of the contracting process

Derbyshire County Council procured highway repair works focused on innovative pothole and patching solutions using rubber-modified materials or recycled content. The requirement supports maintenance of the adopted highway network, with repairs intended to provide a capital-quality solution that prolongs the life of road assets and addresses surface-condition safety issues. The work falls within construction, foundation and surface works for highways and roads (CPV 45233000). Delivery is across England, for the Council’s highway network. This is a works opportunity rather than a supply-only requirement: relevant businesses would need to provide practical road-surface repair processes and deliver the associated highway works. The Council sought an innovative, collaborative delivery model through the LCRIG Innovation Procurement System on the RM6094 Spark dynamic purchasing system.

The procurement is complete and was awarded through an open procedure. Bids closed on 24 July 2026 at 11:00. Derbyshire County Council awarded the contract to Multevo Ltd on 20 August 2026 for £1,000,000 including the stated procurement value. The contract runs from 1 September 2026 to 31 August 2027. The procurement was evaluated as a single highway-works requirement, with the emphasis on innovative pothole and patching repair processes capable of delivering durable capital repairs and improving surface safety. The opportunity was identified as suitable for small and medium-sized enterprises. The route to market was the LCRIG Innovation Procurement System on the RM6094 Spark dynamic purchasing system, providing the relevant commercial context for suppliers assessing future requirements from this buyer.

This award demonstrates Derbyshire County Council’s demand for innovative, deliverable pothole and patching solutions rather than conventional repairs alone. A credible future supplier would need practical experience of highway maintenance, road-surface repair and patching, with a clearly evidenced approach to using rubber-modified materials or recycled content. It would also need to show that its methods create durable capital repairs, extend asset life and address safety risks arising from poor surface condition. The requirement suits small and medium-sized businesses, including specialist technology or materials providers able to work collaboratively with a local authority and translate an innovative process into repeatable highway operations. Suppliers should understand dynamic purchasing system routes and be able to provide sufficient delivery capacity for a county-wide adopted highway network.
