Notice Description

Leicester City Council is seeking to appoint an experienced external consultant that can work closely with the in-house team and stakeholders to develop initial design proposals that reflect the Council?s aspirations for the area, facilitating transformational change. The primary aim of the project is to explore development options to enhance the Leicester Train Station area to provide a vision for the regeneration of the area and an enhanced gateway to the City Centre. Improve transport connectivity of the area for all modes of movement and to commercially develop the available land to drive forward prosperity of the City Centre. We require a consultancy team that would be able to ? Produce 3D concept/visioning development options for the area. ? The ability to demonstrate a clear understanding of the physical context of the area, identifying opportunities and constraints. ? Produce realistic viability appraisals to accompany the development options. ? Establish a methodology for successful deliverability and implementation, further to that there would be a potential requirement to produce additional detailed design work. It will be essential for the consultants to demonstrate similar, recent and successful project experience. A proven track record of being able to build consensus and promote the opportunities to all stakeholders (private, public and network rail) will be key as will be an ability recommended/develop an equitable arrangement as regards value and returns where appropriate.
