Integrated Impact Assessment - Southend new Local Plan

Notice Description

Southend Borough Council (the Council) is currently in the process of producing a new Local Plan for Southend which will contain the overall vision for the Borough and put in place a new strategy for delivering growth and regeneration that meets the needs of local people. The first stage will be an Issues (and Options) consultation, anticipated in summer 2017 . This document will set out strategic issues that need to be addressed in the context of existing policy and evidence, in order to seek the views of key stakeholders. The next iteration of the plan will be a Preferred Approach document, anticipated for summer 2018. This will set out options for housing (and employment) figures that the Council may pursue through the Local Plan process. The final stage in the Local Plan process will be the Proposed Submission consultation, anticipated for summer 2019, prior to submission in winter 2019 and its examination in public and subsequent adoption, if the plan is found to be sound. Tenders are invited from suitably qualified consultants with relevant experience who are able to demonstrate sufficient skills and capacity to carry the survey work, assessment and review necessary to produce the Integrated Impact Assessment for the Council. Consultants must have a strong and evidenced track record of preparing IIA's, SA/SEA/HRAs as well as Health Impact Assessments and Equalities Impact Assessments reports on, for example, Local Plans, Core Strategies and Development Management Policies prepared since the introduction of the National Planning Policy Framework (NPPF).This project brief outlines the policy background, the Council's expectations for the IIA and details the requirements for tender submissions.
