Summary of the contracting process

Offshore Renewable Energy Catapult (ORE Catapult) has initiated a public procurement process titled "UK SOV Manufacture Business Case Development - ORE/24/101", focused on research and development consultancy services within the offshore wind industry. This project, located in the United Kingdom, is aimed at developing a business case for the establishment of UK-based production of Service Operation Vessels (SOVs) to support the growing offshore wind sector. The tender process was conducted through an open procedure, and the procurement stage is now at the award phase. Key dates include the tender period ending on 14th February 2025 and the contract period starting on 17th March 2025, ending on 27th May 2025. The awarded contract, valued at £194,750, was granted to Cammell Laird Shiprepairers & Shipbuilders Ltd.

This tender presents significant business growth opportunities, particularly for enterprises involved in shipbuilding, ship repair, maintenance, conversion, reconditioning, and upgrading services. Small and medium-sized enterprises (SMEs) can benefit from the potential increase in demand for operations and maintenance (O&M) vessels as the UK offshore wind capacity expands. Companies with expertise in maritime services and a focus on innovative and cost-efficient solutions in the renewable energy sector are well-suited to compete and thrive by leveraging the developments arising from this procurement process.

Notice Title

UK SOV Manufacture Business Case Development - ORE/24/101

Notice Description

The offshore wind industry is growing rapidly, with over 850GW of capacity expected to be installed globally by 2050. This is underpinned by global commitments to reduce carbon emissions and by improving the cost efficiency of wind as an energy source. In line with this rapid expansion, the number of vessels required to support offshore wind developments throughout their operational life will also require major growth. Here at ORE Catapult, we have conducted analysis to determine the size of the market for operations and maintenance (O&M) vessels, based on global installed capacity targets. Up to 2050, strategies centred on Crew Transfer Vessels (CTVs) and Service Operation Vessels (SOVs) are expected to be employed. Globally, this could equate to up to 2325 CTVs and 423 SOVs in operation by 2050. This presents a huge opportunity for UK Shipbuilding, however, none of the UK's currently operating SOVs have been built in the UK. This project aims to develop the business case for establishing this production.
