Summary of the contracting process

The procurement process involves Merseytravel, the buyer, seeking experienced marine contractors to enter into a Single Party Framework Agreement for the Annual Overhaul Survey and general repairs of the MV Royal Iris and MV Snowdrop ferries. This tender will require contractors to provide maintenance services, including dry docking, structural repairs, and mechanical services, with an estimated value of £800,000 over four years. The contract period begins on 3 December 2018 and concludes on 2 December 2022. The procurement is currently in the award stage, following the open procedure initiated on 6 September 2018, with bids having been accepted until 9 October 2018. The works are to be conducted primarily in the North West region of the United Kingdom.

This tender presents a significant opportunity for businesses within the marine maintenance industry, especially those specialising in repair services for passenger vessels. Small and medium-sized enterprises (SMEs) and voluntary and community sector enterprises (VCSEs) would be well-positioned to compete for this contract, particularly those capable of offering innovative solutions for transporting vessels to secure maintenance facilities on the River Mersey. With the low passenger demand period providing favourable conditions for such surveys, companies with experience in marine repairs and those that can ensure compliance with maritime regulations stand to benefit from engaging in this contract.
