Summary of the contracting process

Cambridgeshire County Council has procured a Microsoft Enterprise Agreement covering Microsoft licensing and related services. The supplier was also required to scope and help develop a compliant, value-for-money Cloud Platform Solution (CPS). The agreement supports the Council and Peterborough City Council, which share a Microsoft Entra ID tenant, while Azure services run across both shared and authority-specific subscriptions. The work includes supporting this multi-authority operating model and collaborating with Peterborough’s Enterprise Agreement provider on joint projects when required. This is a software licensing and associated IT services requirement, delivered for the two councils in England.

The procurement is complete and was awarded to British Telecommunications PLC. The award date was 25 August 2026, and the contract runs from 1 October 2026 to 30 September 2029. The awarded value is £5,194,705.50. The earlier estimated tender value was £4,800,000, with submissions due by 31 July 2026 at noon. The requirement was competed through a further competition under the Government Commercial Agency’s TePAS2 framework, Lot 1 for hardware, software and associated services. The published evaluation basis and any specific eligibility requirements are not stated in the available process details.

This award demonstrates demand from Cambridgeshire County Council for a substantial, multi-year Microsoft licensing and related-services arrangement, including support for a shared digital environment with Peterborough City Council. Suppliers seeking to compete for a similar requirement from this buyer would need credible Microsoft licensing expertise, the ability to scope and develop a compliant and value-for-money Cloud Platform Solution, and capacity to provide ongoing licensing support. Experience coordinating services across shared and authority-specific Azure subscriptions, and working constructively with another authority’s Enterprise Agreement provider on joint projects, would be directly relevant. The competition was run as a further competition through the TePAS2 framework, so framework access and the ability to respond through that route are important commercial considerations. SMEs were considered suitable for the procurement.
