Summary of the contracting process

The East Riding of Yorkshire Council is currently running a tender titled "ROHSS-01 Re-Opening High Streets Safely Marketing Campaign," aimed at developing local marketing campaigns to encourage safe shopping as part of the Government's ROHSS fund initiative established in May 2020. The procurement process is at the active tender stage, with the tender period concluding on 2nd December 2020. The contract is classified under business services in the marketing industry and will take place in Yorkshire and the Humber, commencing on 18th January 2021 and ending on 31st March 2021. This open procedure seeks proposals from potential suppliers describing how they will implement the campaign and deliver the messaging effectively to the public and businesses.

This tender presents significant opportunities for marketing and consulting firms looking to expand their portfolios, especially those well-versed in public health and community engagement messaging. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are particularly encouraged to participate, allowing them to contribute to local economic recovery while enhancing their visibility and credibility through this government-backed initiative. Interested bidders will need to showcase their capacity to align marketing strategies with ongoing public health campaigns and local government initiatives.

Notice Title

ROHSS-01 Re-Opening High Streets Safely Marketing Campaign

Notice Description

The Government announced the ROHSS fund back in May 2020 which has helped council's introduce a range of safety measures in a move to get people back to work and customers back to the shops. Under the funding guidelines, councils can use this money to develop local marketing campaigns to the public and reassure them that their high streets and other commercial areas are safe. We need to carry out a communications and public information campaign now to ensure that the reopening of our local economies can be managed successfully and safely. As a local authority we want to effectively communicate to our residents their role in ensuring that the local economy can reopen safely. Any communications campaign will need to consider how messaging to the public and businesses will fit in with existing council messages. Public Health run the '3 steps to safety campaign', plus ongoing Coronavirus guidance and restriction measure from Government and Public Health England. There are also 'place' marketing campaigns to take into consideration (see background information for further details). We are asking agencies to submit proposals for: a) An East Riding ROHSS marketing campaign b) An East Riding ROHSS campaign delivery plan
